Looking at teams with the most money to spend in the off-season, the top 4 teams are either (a) in the Super Bowl or (b) have a new coach and/or new GM.

3 of the bottom 5 teams will have new coaches as well provided Al Davis doesn't remove the "interim" from Tom Cable's title.
